HATS Category VIII: Stunning Effectiveness While preforming the Livestock Humane handling task under the “HATS” category “Stunning effectiveness” at Establishment M874 Utah State University Meat Science lab. I Consumer Safety Inspector (CSI) REDACTED, along with Dr. REDACTED (Assistant State Veterinarian) observed the following Humane Handling noncompliance. At approximately 08:52am on the second beef steer of the day, REDACTED (plant employee) administered the first stun attempt with a handheld captive bolt stunner. Following the first stun attempt, the animal remained standing and conscious. The steer remained calm and did not vocalize. REDACTED immediately grabbed the second handheld captive bolt stunner that was pre-loaded and readily available to use as backup. The second stun was then administered correctly and then the steer was rendered immediately unconscious. The steer was then shackled and hoisted into the air for bleeding, the steer remained unconscious through the shackling, hoisting, and bleeding process. I verbally informed Haden Davis (Plant Manager) that a humane handling noncompliance would be issued for the ineffective stun. I, CSI REDACTED, along with Dr. REDACTED, observed the rest of stunning of the beef for the days slaughter activities and observed that all the animals were stunned successfully on the first attempt. The plant failed to comply with 9 CFR 313.15(a)(1). No regulatory control was taken at the time of the noncompliance. After reviewing the plants history no other noncompliance’s were found with the same root cause in the past 90 days.
