Today 9/02/21 at approximately 1130 hours the following noncompliance was observe: The establishment had five (5) pigs schedule for slaughter for today 9/2/21, and at approximately 1330 hours Superintendent REDACTED was driving the pigs from holding pens to the stunning area and the third pig (3) was able to get out of the alley before entering the ramp. The establishment is currently in process of building new pens and alley. The alley has a temporary cattle panel measuring approximately 34 inches by 16 feet that is wire tied to post and temporary picket post. Mr. REDACTED was able to drive the pigs up the ramp and to the stunning area. I inspected were the animal escape and found that the cattle panel came loose on the bottom left right next to the ramp and allowing a pig to escape to another part of the pen. This opening also has sharp and loose wire that can cause harm and undue stress to the livestock. Superintendent REDACTED was informed of the noncompliance. The establishment failed to comply with 9 CFR 313.1 loose wire and loose wire panels that can cause harm, injury and/or pain to the animals. I CSI REDACTED have Rejected the alley leading to the Lam, pig ramp U.S. Rejected tags A 5 967287 was place on the lam and pig alley. Today 9/01/21 at approximately 0615 hours I CSI REDACTED notice the following noncompliance while reviewing of the establishment’s livestock pens. The establishment is currently in the process of building new livestock pens, while inspecting the Livestock pens for the livestock arriving later on today 9/01/21 the following noncompliance’s were observed. Sharp metal construction remains in the pens and several corners throughout the pens have sharp metal stubs that measure approximately 1⁄4 inch where the wire fence panels were cut. The establishment opted to use wire cattle panel measuring approximately 34 inches x 6 feet and cut were need. The establishment failed to comply with 9 CFR 313.1 by having Sharp metal construction rubble in the livestock pens and the construction of the livestock pens having sharp protruding objects that can cause injury and/or pain to the animals. I CSI REDACTED have Rejected the Livestock pens, U.S. Rejected tags A 5 967841 and A 5 967845 were place on pens. On Thursday, May 27, 2021 at approximately 1330 hours during the humane handling verification task and while performing HATS facilities verification FLS REDACTED and I CSI REDACTED observed 2 pens were not being maintained in good repair. The first pen had one of the top wooden boards from the fence splintered making a sharp pointy edge point towards the inside of the pen where antemortem is performed. Also, there was a hose clamp on the metal door to enter the pen, with the sharp tip pointing towards the inside of the pen. In additions to these findings we also observed the front pen with a broken board making an unnecessary opening on the bottom of the fence that wasn’t sharp but needed replacement. I notified Plant Lead, REDACTED of our findings and the forth coming non-compliance. He immediately took corrective actions by taking off the cracked boards and the nails so no sharp edges would point towards the pen and took off the hose clamp. Due to the establishment taking immediate corrective actions in the pens a US Reject tag did not need to be applied. This is noncompliant with 9 CFR 313.1 since it states that livestock pens, driveways and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may, cause injury or pain to the animals. Loose boards splintered or broken planking and unnecessary openings where the head feet or legs of an animal may be injured shall be repaired. There have been no other non-compliances for the same root cause within the last 90 days.
