At approximately 1310hrs , while performing a HATS verification in the barn, Inspector REDACTED observed a noncompliance with HATS III – Water and Feed. Water was not available to pen #1 . The pail for water was empty and still upright. Pen #1 was holding 1 beef. Establishment Manager, Mr. REDACTED was notified of and subsequently observed the lack of water in pen #1. I informed Mr. REDACTED of the forthcoming noncompliance record. Corrective actions were completed in the presence of in-plant inspection personnel and the water pail was filled immediately. This is not compliant with regulation 9CFR 313.2(e).
