HATS Category VIII: Stunning effectiveness; Today Thursday August 25th 2022 at approximately 0835 hours while verifying stunning effectiveness during beef slaughter the following noncompliance was observed. I observed an establishment employee in the knocking area attempt to render a cow unconscious with a .22 caliber rifle. I observed the animal remained conscious and standing upright after the gunshot was administered. The animals head immediately jerked in an upright motion without vocalizing, then lowered its head and remained standing. The employee immediately took effective corrective action by appliyng a second shot dispatching the animal and rendering it unconscious. I notified Plant Manager REDACTED that a noncompliance record would be issued. The establishment failed to meet 9(CFR) 313.16(a).
