HATS Category IV: Antemortem Handling On December 2, 2021 at approximately 1005 hours, I observed the following noncompliance: while standing on the slaughter floor discussing information with the Food Inspector, I turned to look at the lambs in the slaughter box. At that time, I observed several lambs, each restrained by one hind leg with a rope near the pastern, with all the ropes on one hook hanging approximately 2-3 feet off the floor on the front of the slaughter box area. This caused the lambs to be three legged as the one hind leg was restrained off the ground. I observed no plant employee in the slaughter box and the gate to the box was closed. I proceeded to move a little closer to inspect the whole slaughter box area. At that time, I saw 5-6 free standing lambs and 5-6 lambs restrained with one hind leg restrained to the hook. Two of the restrained lambs were down and laying laterally while the other lambs tried to pull away from the ropes and were hopping over and on the down lambs. The restrained down lambs were not struggling to get up and the other restrained lambs, though trying to get free were not vocalizing. I still did not observe an employee in the slaughter box and the gate was still shut. A plant employee observed me looking in the area and walked over to me. I asked him where the person was that performs the ritual cut and he stated that he was doing the slaughter today. I asked him why he was not in the slaughter box and he stated that he was waiting for the employees to get caught up. I told him that he could not keep the lambs restrained that way, that they were jumping over one another and there were two down that the others were jumping over and on. Neither the down animals nor the ones hopping around showed any visible signs of harm or injury at that point. No retain tag was applied at that time as I verbally instructed the employee to go into the box and he took appropriate corrective action. I notified Plant Manager REDACTED of the noncompliance. You are in noncompliance with 9 CFR 313.2(a); the handling of lambs prior to the ritual bubble must be with minimal excitement.
