(M47248) Glendale, KY Supervisory Veterinary Medical Officer (SVMO) REDACTED, DVM made the following observation in the holding pens at approximately 0900 hrs. EDT: pen #1 holding approximately 10 large lambs was found with two low hanging 5-gallon buckets of water; one bucket was observed with brown opaque water, the second with somewhat less brown water and fecal pellets too numerous to count (TNTC). Plant Manager REDACTED was notified of the unsatisfactory water conditions and forthcoming documentation of the non- compliance with 9 CFR 313.2(e).

HATS Category II – Truck Unloading At 1525 hours on 8/1/2022 while observing the unloading of lambs at Bluegrass Lamb Co. M47248, I, CSI REDACTED, observed the following noncompliance. Upon arrival at the unloading location, I observed five of six lambs exiting the side exit door of the trailer sliding and falling down the provided ramp. Multiple animals were observed buckling at the knee at the end of the ramp with one falling to its side. The 5-foot-long metal ramp had a smooth, finished surface providing inadequate footing to prevent slips and falls which is noncompliant with 9 CFR 313.1(b). No animals were observed injured. I notified owner REDACTED to stop the usage of the ramp (verbally rejected for noncompliance) until adequate footing could be provided to prevent the slipping and falling of animals. A rubber mat was placed over the ramp immediately, I released the regulatory control action and unloading continued. The final ten animals exited the trailer with no slips or falls.

I notified Plant Manager REDACTED of the non-compliance with 9 CFR 313.2(e) and the forthcoming documentation. The animal was subsequently transferred to a pen with available water at 1338 hours.

EST: The alleyway leading to the chute that leads to the knock box on the kill floor was found to have an approximately 3 feet by 2 feet section of the flooring covered in ice; no obvious measures to provide secure footing for the animals was observed. U. S. Rejected tag #B45422926 was placed on the alleyway. Plant Manager REDACTED was notified of the non-compliance with 9 CFR 313.1(b) and the forthcoming documentation. The establishment’s corrective actions were reviewed, and the alleyway released for use at approximately 0815 hrs. EST.
