On 03/23/2022 at approximately 7:55am while performing HATS category VIII, the SPHV observed that it took two stunning attempts to render a cow unconscious. The first stun did not render the cow unconscious. The employee performing the stunning took immediate effective corrective actions between the first and second stun and rendered the cow unconscious on the second stun. On postmortem inspection there were two distinct points of contact observed on the head of the cow, but it appeared that only one of the stuns had penetrated the middle of the skull. Management (Mr. REDACTED) was immediately notified of noncompliance.
