313.16(a)(1)
At 1105 hours while performing HATS Task Category VIII - Stunning Effectiveness, I observed the following noncompliance: An establishment employee positioned himself to stun a beef heifer in the restrainer with a .22 caliber rifle firearm. After the stun attempt, I looked in the slaughter room from behind the metal plate and found the beef heifer remaining conscious as it moved its head while standing with rhythmic breathing. The establishment employee immediately reloaded the same firearm with a bullet from the magazine and effectively rendered the animal unconscious. I inspected the head with the hide off and found two entrance wounds. One wound was in the center of the forehead on center of the line drawn between the eyes and ears. And the other wound was two inches below the center of the line drawn between the eyes and ears. I informed Plant Manager, Mr. REDACTED of the forthcoming noncompliance record for the failure to meet regulations 9 CFR 313.16(a)(1). Corrective action will be given prior to next slaughter date since it was the last animal of the day.
