313.15(a)(1)
This morning at approximately 9:05 a.m., while performing verification of HATS Category VIII- Stunning Effectiveness on the slaughter floor, CSI REDACTED, PHV Dr. REDACTED, and Inspector Trainee REDACTED observed the stunning of a steer. The establishment applied the first shot with the captive bolt and failed to render the animal unconscious. Inspection personnel observed that the steer remained standing in the knockbox/head catch and had blood running from the nostrils after the first stunning attempt. The establishment personnel immediately reloaded the same captive bolt and applied a second stun higher on the forehead that immediately rendered the steer unconscious. Postmortem examination of the skull showed two entry points that penetrated the skull. The establishment owner, REDACTED, was immediately notified of the noncompliance with 313.15(a)(1).
