HATS category VIII- Stunning Effectiveness On September 27, 2022 at 10:15am the following noncompliance was observed. I observed a handheld captive bolt stun that failed to render a steer unconscious. After the first stunning attempt with the captive bolt at the poll, the steer slightly jerked its head. The steer remained standing but did not make any sounds indicating distress. The establishment employee reloaded the same captive bolt device and attempted to stun the animal again at the poll. The second stun was a misfire, and no projectile came out of the captive bolt. The establishment manager took the captive bolt from the employee, reloaded, and delivered the third and final stunning attempt to the forehead, rendering the steer unconscious. No regulatory control action was taken as immediate corrective action was taken by the establishment. Mr. REDACTED (Plant Manager) was notified of the noncompliance.
