On Tuesday (05/03/2022), the following noncompliance was observed at Happy Valley Processing (M1061) in Dearing, GA; during slaughter operations, an initial stun attempt failed to properly render a cow unconscious. The cow remained conscious and standing in the knock box after the initial application. Corrective actions were immediately taken, and the cow was rendered unconscious with the second stun application. This observation was in violation of CFR 9 313.15 (a)(1) and CFR 9 313.15(a)(3) which states that: Immediately after the stunning blow is delivered the animals shall be in a state of complete unconsciousness and remain in such condition throughout. The skull was skinned and examined; two holes were found. The establishment has a robust, systematic plan and immediately followed their back-up procedures.
