Non-Compliance Description:

HATS Category VIII Stunning Effectiveness: Today at approximately 0743 hours, I, CSI REDACTED observed the following noncompliance while performing a Livestock Humane Handling verification task at establishment #47409, Hertzog Meat Co. The slaughter floor manager was knocking an animal with a hand-held captive bolt device on a market swine in the kill-box. The first knock was applied to the upper forehead of the animal, but it was not effective in rendering the animal unconscious. The animal remained standing, sporadic low pitch squealing, eyes blinking, with blood dripping down the snout. The slaughter floor manager immediately grabbed the back-up captive bolt and applied a second knock to the central part of the animal’s forehead. The second knock was effective and rendered the animal immediately unconscious. IPP temporarily suspended slaughter operations until the issue could be resolved and then notified SPHV REDACTED of the incident. No U.S. Rejected Tag was used as IPP remained in the immediate area. I notified Plant Owner REDACTED of the failure to meet the regulatory requirements of 9 CFR 313.15(a)(1) and 9 CFR 313.15(a)(3). A review of recent NR's did not reveal any similar cause NR's.
