On 5/18/22 at approximately 0715 hours, while observing animals during ante-mortem inspection, a HATS Category III noncompliance was identified. Two market hogs were identified as having no accessible water in a livestock pen. The small water trough was up right but had no water, the large water tank was approximately 18 inches tall and had approximately 8 inches of water, which in my professional judgement did not allow the hogs the ability to reach the water source. REDACTED (Owner) was notified of the noncompliance with 313.2(e), Mr. REDACTED notified establishment personnel who immediately filled the water trough. Verbal preventative measures given were to install a larger metal water tank less likely to be overturned.

Non-Compliance Description:

On 12/30/21 at approximately 1220, I CSI REDACTED, was observing the HATS Stunning Effectiveness (Category VIII) on a steer with a captive bolt. The following stunning incident occurred. The animal was loaded into the chute to be stunned with a penetrating captive bolt stunner. After the first stun, the animal remained standing and looked around blinking. The employee that had applied the first stun did not have a backup stun device on hand, but immediately crossed the room, reloaded the captive bolt device, and then return across the room to the knock box. The employee performed another captive bolt stun that was effective in rendering the animal unconscious. I notified the owner, Mr. REDACTED, that a Noncompliance Record (NR) would be issued due to the establishment’s failure to comply with 9 CFR 313.15(a)(1)(3).
