At approximately 5:50 AM on 11/29/2021, while performing HATS Category IV Antemortem inspection, I observed noncompliance with HATS Category III, Water and Feed Availability. Thirty-seven sows were penned up without water. All tubs normally used for watering were empty and the floor was dry. I told Supervisor Mr. REDACTED about the sows not having water and he said the help isn’t there yet that will get them water. I informed Mr. REDACTED that I was going to write a noncompliance report. There is only one pen large enough to hold thirty-seven sows. The sows were watered shortly after Mr. REDACTED and I talked. The morning of 11/30/2021 I notified Mrs. REDACTED, Establishment Administrator, via phone call and email about the forthcoming NR. Because the establishment failed to have water available to the thirty-seven sows, I determined that the establishment was not in compliance with 9 CFR 313.2(e), which reads: Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed.
