On January 11, 2022 at 9:55am, I REDACTED CSI, while verifying HATS Category VIII Stunning, observed the following noncompliance. The stunning operator using a captive bolt, attempted to stun a steer that was in the knock box and head restraint. The first shot struck the steer and it fell with its head propped up, but it was showing signs of consciousness: blinking and conscious eye movement. The employee immediately reloaded the captive bolt gun and delivered a second shot rendering the animal unconscious. This was verified by signs of unconsciousness: tongue out of mouth, ears dropping forward and no eye movement. This is a noncompliant with 9 CFR 313.15(a)(1). Owner Mr. REDACTED was notified of this noncompliance.
