HATS VIII: Ineffective Stunning, firearm On 12/16/21 at approximately 0700 I, REDACTED CSI, observed the following non-compliance. I observed the stunner operator apply the first attempt with a .22-mag rifle that did not render the steer immediately unconscious. I observed that the steer remained standing, vocalizing, and eyes blinking with a tracking motion. The stun operator immediately chambered another round to attempt the second stun, but the steer was moving his head for approximately 15 to 30 seconds before the stun operator was able to apply a second stun attempt, which effectively rendered the steer unconscious. Once the steer was shackled and bled, Doctor REDACTED SPHV and I notified REDACTED Plant Manager verbally that a noncompliance would be issue for failure to render the steer unconscious with a single stun. The dressed head was inspected and verified two penetration stun holes within the skull. There have been no humane handling noncompliance records issued for the same root cause this year.
