HATS Category VIII - Stunning Effectiveness On 1, September 2022, at approximately 0745 hours while I was performing humane handling verification activities at Establishment 9373, the Establishment moved a bovine steer into the stun box for stunning with a hand-held captive bolt. The steer was locked into the head gate on the stun box. As the Stunner made the first stunning attempt with the captive bolt, the steer moved its head. The stunning attempt hit the head as evidenced by the steer’s sudden movement away from the stunner, but the animal remained standing. The stunner took immediate corrective actions by making a second stunning attempt with the backup captive bolt. The stunning attempt hit the head as evidenced by the steer’s sudden movement away from the stunner, but the animal remained standing. The stunner took immediate corrective actions by making a third stunning attempt with the original re-loaded captive bolt, which rendered the steer insensible and it remained so thereafter. After observation of the skull, two holes, on an even plane with the eyes, were examined by inserting a pencil into the hole which revealed that the bolt’s angle went into the sinus cavity. The third hole was properly placed. The slaughter was halted and US Rejection tag B24782797 was placed on the stunning box. Mr. REDACTED Plant Owner, was notified of the Noncompliance and the Establishment’s failure to adhere to the regulatory requirements of 9 CFR 313.15(a)(1) and 313.15(a)(3).
