Non-Compliance Description:

HATS Category VIII - Stunning Effectiveness On Thursday 12/30/2021, at approximately 5:40am while performing antemortem inspection in the barn, the following non-compliance occurred. Barn Supervisor REDACTED was moving around the animals for antemortem inspection when a sow was condemned by myself, Dr. REDACTED. Supervisor REDACTED took two captive bolt devices, restrained the condemned animal with his legs and stunned the animal. As he was sunning, the animal jerked its head, and the placement of the bolt was moved. The stun was ineffective; the animal vocalized, lifted its body with its front legs and rhythmic breathing was observed. Supervisor REDACTED grabbed the second device which did not fire. He quickly reloaded the first device and applied an effective stun to the animal. The stunning box was tagged with US Rejected Tag No. B31530402 while Dr. REDACTED consulted her supervisor, FLS Dr. REDACTED. The incident was not deemed egregious, and the tag was removed. When Dr. REDACTED came into the building, she notified Plant Manager REDACTED and Plant Supervisor REDACTED of the noncompliance. This is a violation of Reg 313.15(a)(1) Immediate unconsciousness (captive bolt) which states The captive bolt stunners shall be applied to the livestock in accordance with this section so as to produce immediate unconsciousness in the animals before they are shackled, hoisted, thrown, cast, or cut. The animals shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort.
