Arriving at the barn to perform HATS Category IV (Antemortem Inspection), at approximately 12:32 pm, I observed the following noncompliance with HATS Category II (Truck Unloading). I noticed through the scale room window a barn employee driving market hogs down the alley way toward the scale. The employee was at the rear of the hogs. Stepping through the doorway into the barn I could see the employee was walking at a fast pace holding a rattle container over his head shaking it loudly and moving his other arm up and down. The market hogs toward the back were exited and running into and piling up on the market hogs in front. The group consisted of approximately 60 head; no gates were blocking their movement. I immediately went back into the office and told Barn Supervisor REDACTED that the market hogs were being forced to move faster than a normal walking speed and that I was going to write a noncompliance report. He went out and shouted to the employee, I told you to slow down. REDACTED and REDACTED were also notified that a noncompliance report was being written because the establishment failed to meet the regulatory requirements of 9 CFR 313.2(a).
