313.16(a)(1)
On June 23, 2022 at approximately 0850 hours while performing slaughter duties, the employee yelled, “Fire in the hole” to denote they were going to use a firearm and allow inspection to exit the immediate area, per their written program. I exited the immediate area to the water cooler hallway. I was still in hearing distance. I heard a single shot, the beef vocalized and sounded to me to struggle and jump in the chute. The employee took a second shot and I heard more vocalization and commotion from the chute. There was a slight pause, I walked to the door/window. I visually observed the animal standing and heard more vocalization. The employee utilized a shotgun to euthanize, and the animal went down immediately with the first shot from the backup firearm. This is a noncompliance with 313.16(a)(1), “..... immediate unconsciousness” I took immediate regulatory control action by placing USDA Reject tag #B1324174 on the chute controls and informed my immediate supervisor Dr REDACTED, Plant Manager, REDACTED and QA Manager REDACTED. Reviewing the establishments program for a robust humane handling systemic approach, they utilize a second, security knock. I released the knock box at approximately 0955 hours after conferring with my superiors.
