313.16(a)(1)
HATS Category VIII (Stunning Effectiveness) (9 CFR 313.16(a)(1)) While conducting a routine Livestock Humane Handling task at approximately 0745 on Monday, 9 May 2022, I observed Mr. REDACTED, owner, lead a sow (the second of two for the day) into the stunning area for slaughter. He then closed the sliding partition dividing the stunning area from the slaughter floor and verbally signaled to me that he was ready to shoot. The firearm used to stun the sow was a .22 Magnum revolver loaded with hollow point bullets. After the first shot, I heard the sow give out a sharp squeal. Mr. REDACTED then immediately fired a second time, after which I heard more anguished squealing and the sounds of thrashing and kicking from inside the booth as I stood several meters away on the kill floor. A third discharge followed the second, ten seconds later, and the sow did not vocalize after that point. Mr. REDACTED then opened the door between the stunning room and the slaughter floor, and I was able to observe that the pig had fallen to the floor, had stopped breathing, and was fully unconscious. The sow remained unconscious while it was hoisted and bled. I noticed two entry wounds in the skull after the sow had been split. One bullet entered toward the front of the brain and seemed to have fully penetrated the skull. Another entered about an inch posterior to the first and did not break through the braincase. I did not find anatomical evidence of a third shot. I informed Mr. REDACTED that I would be documenting my observations in a noncompliance record. No associations were found with other noncompliance records issued within the last ninety days at the establishment.
