313.15(a)(1)
On April 6, 2022, CSI REDACTED while performing a Livestock Humane Handling task, observed establishment employee, REDACTED stunning lambs at the mobile harvest unit at approximately 0730. IPP was verifying the HATS category VIII, stunning effectiveness. Mr. REDACTED moved three lambs into the knock box and began stunning the animals with a captive bolt instrument. The three lambs were each stunned using a captive bolt. The knock box gate was opened by REDACTED while Mr. REDACTED remained inside the knock box began to check for consciousness. He immediately noticed during his palpebral reflex check that last lamb knocked did not receive an effective stun to render the animal unconscious. The animal lifted its head, was alert, and responsive to eye reflex by mechanical (touch) stimulus. Mr. REDACTED immediately administered a second stun to the lamb with the captive bolt that effectively rendered the animal unconscious. Mr. REDACTED (since he was on site) was notified of the forthcoming non-compliance for 9 CFR 313.15(a)(1) while REDACTED plant manager, was not on site and was therefore notified by IPP via phone call of the stunning situation and that a noncompliance was being issued.
