Non-Compliance Description:

At about 5:33 am, after performing HATS Category IV antemortem inspection, I walked through the unloading dock area of the barn at Est. 5537 and noticed noncompliance with HATS Category III Water and Feed Availability. There were market hogs penned up in 5 different pens. All the pens had functioning nipple waterers except one which had 14 market hogs penned in it. There were 2 barn employees there at the time. I immediately found Mr. REDACTED and asked him if any supervisors were present. He said not until 6:30 AM. I told Mr. REDACTED there was 14 market hogs penned up with no water. Mr. REDACTED and I went out on the loading dock and he moved the market hogs to the sow pen which has water. After seeing the 14 market hogs had water available to them, I went to the QA office and told Supervisor Mr. REDACTED what had happened and that I was going to write a Noncompliance Report. Having market hogs penned without water is a violation of 9 CFR 313.2(e), which reads: Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed.
