Today, August 24, 2022, at approximately 1300 hours, I, CSI, REDACTED, while covering slaughter inspection duties, observed a humane handling noncompliance with HATS Category VIII, Stunning Effectiveness. The establishment required two stun attempts to render a large sow unconscious. The establishment fired a 22 magnum for the first shot which left the animal still standing. The employee immediately applied the 2nd shot which then rendered the sow unconscious. Upon inspection of the head, I observed two holes that clearly penetrated the skull. One of the holes appeared right of center by approximately one inch. The 2nd hole appeared dead center. The Establishment did not render the sow unconscious on the first shot using their 22 magnum. Mr. REDACTED, Plant Manager, was immediately notified of the noncompliance and failure to meet the regulatory requirements of 9 CFR 313.15(a)(1), which states in part, “The firearms shall be employed in the delivery of a bullet or projectile into the animal in accordance with this section so as to produce immediate unconsciousness in the animal by a single shot before it is shackled, hoisted, thrown, cast, or cut.

Today, May 04, 2022, at approximately 0900 hours, I, SCSI, REDACTED and CSI, REDACTED, were informed by slaughter inspector REDACTED, of a humane handling noncompliance with HATS Category VIII, Stunning Effectiveness; the establishment required two stun attempts to render a cow unconscious. The establishment discharged a captive bolt device for the first shot which left the animal still standing. The employee immediately retrieved a back-up rifle as per the establishments written corrective action procedure and took the 2nd shot which then rendered the cow unconscious. Establishment stunning personnel confirmed the stunning required 2 shots to bring the animal down. Upon inspection of the head, I observed two holes that clearly penetrated the skull. One of the holes appeared to be left of center by approximately 1inch. The second hole appeared just right of center by approximately 1/2 to 1 inch. The Establishment did not render the cow unconscious on the first shot using their captive bolt device. Mr. REDACTED, Establishment Owner, was immediately notified of the noncompliance and failure to meet the regulatory requirements of 9 CFR 313.15(a)(1).
