HATS Category III.- Water and Feed Availability On Tuesday August 16, 2022, at or about 1140 hours, I, CSI REDACTED was notified by FI REDACTED that there were 2 bovine that were in Pen 4 and the bovine in the pen did not have access to water. I went to the barn area where I did observe 2 bovines in Pen 4 and there was no water available to those animals. Immediate corrective action taken by the slaughter floor employee was to move one bovine to the knock-box. The one remaining bovine was provided water.  I notified REDACTED that a noncompliance record would be documented for failure to comply with 9 CFR 313.2(e). 9 CFR 313.2 (e) Animals shall have access to water in all holding pens was previously discussed with management in MOI DEG5912075026G dated 7/26/2022 and MOI DEG3012070124E dated 7/22/2022.

Non-Compliance Description:

HATS Category VII – Slips and Falls On Wednesday May 25, 2022, at 0940 hours, I, CSI REDACTED was observing cattle in Pens 5 and 6 being separated to move into the alleyway. I observed two employees in the pens, one employee was in pen 5 and one employee in between pen 5 and 6. As the one employee attempted to move the cattle, I observed the 4 bovines slipping and sliding when passing between the pens. The four had a difficult time finding a surface with traction and their forelimbs and hind limbs were observed to be slipping making it difficult to walk without slipping. Pens 5 and 6 have approximately 4 to 5 inches of wet thick mud that covers approximately 80 percent or more of the total area and several areas had pooled water  I notified Plant Manager/Owner at or about 0950 hours that I would be issuing the noncompliance for failure to comply with 9 CFR 313.1 (b):  Floors of livestock pens, ramps, and driveways shall be constructed and maintained so as to provide good footing for livestock.
