HAT Category III (Water and Feed Availability) On 08/17/2022 at approximately 0703 hours while performing a HAT Category III (Water and Feed Availability) verification task, I, CSI REDACTED observed that the beef cow in holding pen No. 3 did not have access to water. Specifically, I observed that the black rubber water trough was dry and contained no water. No other water sources were observed in the holding pen. Mr. REDACTED, Production Manager, was immediately notified of my observations and of the non-compliance with 9 CFR 313.2(e). Mr. REDACTED immediately filled the cows water trough with water under my direct supervision.
