Non-Compliance Description:

Humane Handling HATS Activity Category 8, Stunning Effectiveness. At approximately 0740 hours on December 8, 2021, during humane handling verification, I observed the following noncompliance. I observed REDACTED, Owner, attempt to stun a steer while in the head catch of the knock box with a captive bolt gun. This attempt was ineffective and the animal remained conscious. The steer remained standing, was moving its head up and down and side to side, and its eyes were actively blinking and tracking. REDACTED immediately grabbed his second preloaded captive bolt gun and proceeded to attempt to stun the steer. This second stun attempt was effective and rendered the steer unconscious. I checked the skull of the steer and there were two entry points in the forehead. I notified REDACTED, Owner, of this noncompliance. This represents a noncompliance with 9 CFR 313.15(a)(1).
