HATS Category VIII-Stunning Effectiveness On Monday October 18, 2021, at approximately 1450 hours, while conducting a livestock humane handling verification task, I, CSI REDACTED observed the following regulatory non-compliance. CSI REDACTED observed an employee perform a stunning attempt with a Schermer hand-held captive bolt device at the stun box on a black bovine. The first stun attempt was unsuccessful as the hand-held captive bolt device was applied between the animal’s eyes and did not render the animal insensible. The animal did not vocalize; however, it did raise its head vertically and away from the stun operator, and the animal still had eyes tracking while breathing heavily. A second stun attempt was applied to the animal while it was still in the stun box with the reloaded hand-held captive bolt device. The second stun effectively rendered the animal insensible. No regulatory control action was taken due to the immediate and effective corrective actions observed. CSI REDACTED followed the carcass through the slaughter process until it reached the head station where the head was removed from the processing chain and placed at the USDA disposition station for further review. SCSI REDACTED inspected the dressed head and verified two penetrating stun holes. REDACTED (plant superintendent) and REDACTED (QA Manager) were verbally notified of the forthcoming NR for the above non-compliance. There are no additional NRs of the same root cause issued within the previous 90 days.
