313.15(a)(1)
On July 13, 2022, at approximately 1605 hours, I CSI REDACTED while performing HATS task on category #8: stunning effectiveness, observed slaughter employee at West Texas Meats, stunned a hog three times with a handheld captive bolt device, the animal was still conscious. I visually observed rhythmic breathing, and eye tracking movements. I informed the establishment owner of the non-compliance. I proceeded to inform my front-line supervisor; about issuing a non-compliance on the third time the animal was stunned. The establishment owner, REDACTED prepared their back up device, a 243 rifle to apply effectiveness of unconsciousness. The hog was then immediately rendered unconscious. I CSI REDACTED tagged the knock box at West Texas Meats with U.S. Retain Tag No. B33267894. This egregious noncompliance is in violation of 9CFR 313.15(a)(1): Immediate unconsciousness (captive bolt) Establishment owner REDACTED was verbally notified that a noncompliance would be issued.
