HATS Category III-Water and Feed Availability On 09-28-2022 at approx. 0705 hours the following Humane Handling Non-Compliance was observed by USDA Inspector REDACTED. While performing Ante Mortem, Inspection discovered that the second inside pen housed approx. 9 pigs with no water or container for water in the pen. Also, Inspection found that the middle pen outside contained 3 cattle that did not have access to water. The pen had a container that was completely dry. Plant Manager REDACTED was notified of this finding. Plant manager instructed a plant employee to make sure there was water in all pens. This issue was the subject of a previous NR (APB4913060030N/1) dated 06-30-2022 for the same cause. This finding represents the Establishments Non-compliance with 9CFR 313.2(e).

HATS category " Water and Feed availability" On June 30th at approx. 0710 hours the follow Humane handling non-compliance for HATS category “Water and Feed availability” was observed. While conducting the Ante Mortem PHIS task, Inspection (REDACTED) observed the animals in multiple holding pens not having access to water. The first inside barn pen had 2 ovine and 1 swine in it that was received the previous day. Inside the pen were tubs but no water in them. The next inside barn area pen had 1 swine in it and a tub, but again there was no water available. The first outside pen (that was labeled U.S. Suspect) had 2 bovine in it but no tub(s) or anything used for water availability, resulting in the animals not having access to water. The next pen heading towards the alleyway had 1 bovine in it and again no tub or anything to allow the animal to access to water. Inspection returned to these areas at 0750 and again at 0820 and there still was no water available to the aforementioned animals. Establishment owner REDACTED was notified of this finding. This finding is a failure to comply with 9 CFR 313.2(e). No Regulatory Control Action was taken because the animals were provided access to water immediately upon the arrival of the slaughter employees and prior to slaughter operations.
