Non-Compliance Description:

HATS Category VIII- Stunning Effectiveness On November 30, 2022, at approximately 0645 hours while verifying stunning effectiveness as part of a humane handling verification visit, Dr. REDACTED, District Veterinary Medical Specialist, observed the following noncompliance. Mr. REDACTED, Manager, attempted to stun a Herford steer with a captive bolt gun while it was restrained in the head catch of the knock box. The first stunning attempt failed to render the steer insensible, and the steer remained standing. Mr. REDACTED immediately grabbed the .22 magnum caliber rifle on the work bench behind him and rendered the steer insensible on the second stunning attempt. The steer was then shackled, hoisted, and bled. Two penetrating wounds were observed on midline of the forehead of the dehided skull, one along a bony ridge and the other approximately one inch rostral. Mr. REDACTED was notified of the noncompliance and the establishment’s failure to comply with the regulatory requirements prescribed in 9 CFR 313.15(a)(1).
