I, Dr. REDACTED and Mr. REDACTED performed antemortem inspection in the livestock yards at about 10AM on July 20th. Mr. REDACTED is the fronline supervisor of this plant. I observed a hole in the cement floor near a metal post between pen # 10th and the pen # 17th. The hole was round in shape. It was about six inches in depth. The foot of one animal got caught in this hole. The animal freed it's foot by pulling it's foot out of the hole. I rejected this drive alley with the reject tag # B30897457 so that no other animal could put their feet in this hole and get injured. The Company filled up this hole with gravel and cement. I released the alley and removed the reject tag within about 30 minutes. The following regulaton was violated 313.1a which states," Livestock pens, driveways and ramps shal be maintained in good repair. They shall be free from sharp or produting objects, which may in the opinion of the inspector cause injuryor pain to the animals. Loose boards, splintered or broken plankin and unnessary openings where the head, feet or legs of an animal may be injured shall be repaired". This document serves as written notificati that failure to comply with regulatory requirements could result in additional regulatory or administrative action.

Loose boards, splintered or broken planking, and unnecessary openings where the head, feet, or legs of an animal may be injured shall be repaired." REDACTED (the yards supervisor ) was notified of this non-compliance. This was also a violation of the HATS category 1V Antemortem inspection (facilities) 313.1. I Dr. REDACTED was performing antemortem inspection at about 0830AM on Friday June 2nd, When I noticed that two pens with rust and it's sharp edges. One of these pens was the metal gate for weighing cattle. All of this gate was rusted and had too many holes to count. There were many holes which had been repaired, but still had sharp edges. The cattle walking thrugh this gate may get injured by the sharp edgesof rust. The second gate was for the pen # 10 and was located on the west side of the pen. This gate was almost 100 % rusted and had too many rusty holes to count. This gate had also been repaired, but still had sharp edges. The cattle walking by this gate may also get injured by the sharp or dull edged of these rusty spots. Two metal pipes located on the north side of the pen # 10 had rusty spots. One of these two pipes had a rusty hole which was about 10 inches long and about one inch wide. The second pipe had a rusty hole which was about four inches long and two inches wide. The cattle walking in this pen may also get injured by the sharp or dull edges of these holes. This was HATS category 2 and violation of the 9 CFR 313.1(a), Which states ; Livestock pens, driveways, and ramps shall be maintained in good repair. They shall be free from sharp or protruding objects which may in the opinion of the inspector cause injury or pain to the animals. Loose boards, splintered or broken planking and unneccessary openings where the head, feet or legs of animal may be injured shall be repaired. This document serves as a written notification that your failure to comply with regulatory requirements could result in additional regulatory or administrative action. I, Dr. REDACTED noticed that the cattle in the pen # 19 were overcrowded. The day of this incident was Friday February 8th. I stopped by the livestock scale office and informed REDACTED. He moved some of the cattle from the overcroded pen # 19th to the pen # 17th. Twenty five percent of the cattle were sitting or laying down and 75 percent of the cattle were standing. These 75% of the cattle didn't have enough room to lay down or go to drink water due to overcrowding.At least 10 animals were standing on the top the sitting cattle. The Regulation 313.2.(e ) was violated due to overcrowding, which states Animals shall have access to water in all holding pens and if held longer than 24 hours, access to feed. There shall be sufficiebt room in the holding pens for animals held overnight to lie down.
