while IPP was observing HATS Category IV, Handling During Ante-mortem, the following noncompliance with HATS Category VII, Slips and Falls. IPP went to do an ante-mortem inspection (over 20 animals were carried over from the day before) when they noticed that the concrete floor was covered in urine and feces. There was an animal (dairy cow) lying on the ground and while IPP were there the animal tried multiple times to stand but could not get any grip and was slipping and unable to stand. The mixture of feces and urine made a slippery floor, and the plant did not have anything on the concrete floor to help limit the effects of the urine and fecal mixture which in turn made the whole barn floor very slippery.

Non-Compliance Description:

On May 12, 2023, in plant personnel (IPP) was conducting a humane handling verification task, HATS VIII, Stunning Effectiveness at the restrainer. During stunning of a young steer of small stature, the establishment made several attempts to drive the steer into the head restrainer with no success. The establishment stunner operator attempted to stun the animal without using the restrainer. IPP observed the stunner operator attempt a stun with the handheld captive-bolt apparatus (HHCB) as the animal moved his head. The IPP observed, after the attempt, that the animal was avoiding the establishment employees attempts to restrain the steer’s head. IPP observed fresh red blood on the animal’s head above the left eye. Once the establishment employees gained control of the steer’s head, IPP observed that the steers eyes were tracking movement. A different stunner operator immediately applied a stun with the secondary HHCB which was successful, rendering the animal insensible. After the second stun, IPP observed no signs of consciousness. IPP took a regulatory control action on the stunning equipment with tag No. B15262988. IPP then notified establishment management of the noncompliance, and that a noncompliance report will be issued. IPP received and reviewed corrective actions, given by the establishment management. IPP removed the control action from the stunning equipment.
