Non-Compliance Description:

HATS Category VIII: Stunning Effectiveness On 12/28/2022 at approximately 7:50AM I, the SPHV, observed a humane handling non-compliance while performing the HATS task. The stun operator had a steer restrained in the stun box and proceeded to deliver an ineffective stun with a hand-held captive bolt (HHCB) device. I observed the animals head jerk an instant before the stun was delivered. The steer remained standing, and I could visualize the breathing as rhythmic, and the left eye was still blinking. A second effective stun from the readily available back-up HHCB device was delivered immediately rendering the animal unconscious and insensible. No regulatory control action was taken due to the observed immediate and effective corrective actions. I verbally informed the establishment owner that a noncompliance record (NR) would be forthcoming for the ineffective stun event. Upon inspection of the steer head before shackling, the establishment owner and I observed two penetrating stun holes in the forehead. One stun hole was slightly lower than the other. The Denver District Management Team was notified through supervisory channels. There have been no NR’s issued in the past 90 days for the same root cause. 9 CFR §313.15 Mechanical; captive bolt & FSIS Directive 6900.2 Revision 3.
