HATS Category VIII: Stunning Effectiveness At approximately 0750 on May 31st, I observed the following noncompliance while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness: I witnessed a plant employee attempt to stun a beef heifer with a firearm. Upon firing, the bullet hit the bovine in the lower middle of the skull. The animal remained standing and did not vocalize or attempt to move away from the plant employee. The employee took an immediate corrective action by delivering a second effective gunshot stun, rendering the animal insensible. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to failure to produce immediate unconsciousness in the animal by a single shot. I notified Plant Manager REDACTED of the noncompliance immediately. No regulatory control actions were taken due to immediate implementation of a corrective action. A similar noncompliance was documented on NR FUL2707052111N/ 2, issued on 5/11/2023, due to an ineffective initial stun of a beef steer.

HATS Category VIII: Stunning Effectiveness At approximately 0750 on May 11th I observed the following noncompliance while performing a Livestock Humane Handling task, HATS Category VIII Stunning Effectiveness: I witnessed a plant employee attempt to stun a steer with a firearm. Upon firing, the bullet hit the bovine in the center of the skull. The animal remained standing and did not vocalize or attempt to move away from the plant employee. The employee took an immediate corrective action by delivering a second effective gunshot stun, rendering the animal insensible. Upon post-mortem examination, it was noted the first bullet hit the center of the skull but did not fully penetrate the bone. This is a noncompliance in violation of 9 CFR 313.16(a)(1) due to failure to “produce immediate unconsciousness in the animal by a single shot” and 9 CFR 313.16(b)(1)(i) due to failure of the caliper of firearms to produce immediate unconsciousness when properly aimed and discharged. I notified the plant manager of the noncompliance immediately. No regulatory control actions were taken due to immediate implementation of a corrective action.
