Livestock Humane Handling Category VIII - Stunning Effectiveness At approximately 10am on March 14, 2023, the following noncompliance was observed. While standing on the slaughter floor, I heard a captive bolt being administered and turned to observe the knock box. I observed blood on the forehead of a cow in the knock box along with what appeared to be captive bolt hole on the forehead. The cow was moving its head back and forth and was standing. Based on these observations the cow was not unconscious after the first stun was administered. The stunner immediately grabbed a second loaded captive bolt stunner and administered a second stun at which time the cow became unconscious. The cow showed no sign of consciousness while it was chained and hoisted and knife stick was administered, and throughout the bleeding process. I informed Establishment Owner REDACTED of the noncompliance. The owner states that the primer from the captive bolt exploded out of the back of the gun causing the bolt not to penetrate the cow skull causing the miss stun. After further review of the skull the bolt didn’t penetrate to the brain when the stun was administered. This is noncompliant with 9 CFR 313.16(a) (1). Review of the past 12 months showed 3 similar noncompliance.

While standing on the slaughter floor, I observed the captive bolt being administered to a steer while in the knock box. I observed blood on the forehead of a cow in the knock box, after the administration of the first stun, along with what appeared to be a captive bolt hole on the forehead. The cow remained standing and conscious after the first stun. The stunner immediately grabbed a second loaded captive bolt stunner and administered a second stun at which time the cow became unconscious. The cow showed no sign of consciousness while it was chained and hoisted and knife stick was administered, and throughout the bleeding process after the second stun. I informed Establishment Owner REDACTED of the noncompliance. The owner stated it was improper shot placement which was the cause of miss stun. This is noncompliant with 9 CFR 313.15(a) (1).
