Non-Compliance Description:

On February 17, 2023, while performing antemortem inspection on 13 beef cows, I observed the following non-compliance in the holding pen at Callicrate Cattle Company, Establishment M40432. Two of the 13 beef cows were down. One of these two struggled, and slipped repeatedly, but was able get up and walk away on its own. The other cow did not try to get up. The cows were down on a large area of ice. Some establishment employees attempted to encourage the animal to get up. The animal made several attempts and made some progress, but each time its black legs slipped and the animal could not completely rise up. Sand was brought into the pen. After about 25 minutes the animal was able to rise up and walk away. No abuse to the animal was observed by the employees. I called Front Line Supervisor Dr. REDACTED and informed her of my observations and she directed me to notify the establishment that a Non-Compliance report would be issued. After the second animal got up and walked away, I notified plant manager REDACTED of my intent to issue a Non-Compliance report. This is non-compliant with 9CFR 313.1 Livestock pens, driveways and ramps. (b) Floors of livestock pens, ramps, and driveways shall be constructed and maintained so as to provide good footing for livestock. Slip resistant or waffled floor surfaces, cleated ramps and the use of sand, as appropriate, during winter months are examples of acceptable construction and maintenance. No similar non-compliances were found in the last 60 days.
