Non-Compliance Description:

On 10/24/2022 at approximately 0725 hours, while performing humane handling task category VIII stunning effectiveness, I directly observed the establishment attempt to stun a bovine. The establishment utilizes a pneumatic stun device, and its SOP is to stun each animal twice: once to render the animal insensible to pain and the second as a security stun. The initial stun applied with the pneumatic stun device was ineffective as the animal maintained its posture with rhythmic breathing; its eyes were tracking; and its head moved to face the stun operator. There were no signs of distress or vocalization. The establishment stun operator immediately applied a second stun, which was immediately effective and then a third stun as the security stun. The animal remained unconscious throughout the shackling, hoisting, and bleeding process. I immediately verbally notified Mr. REDACTED, Floor Manager and Mr. REDACTED, Harvest General Foreman of my observations and that a non-compliance report would be forthcoming. Upon review of the head immediately after the last stun, the stun operator and I observed three stun holes had penetrated the skull. There have been no non-compliance records issued for the same root cause within the past 90 days.
