HATS Category IV: Ante-mortem Inspection/Facilities On 27 February2023 at approximately 08:30 am, I was on the slaughter floor performing post-mortem inspection duties, when I heard a live cow kicking inside the stun box. The live cow’s kicking caused the safety latch on the stun box rotating metal door to break. The Plant Manager alerted me to a loose live cow on the slaughter floor. For my safety I headed to the USDA office but realize the live cow was behind me, so instead I proceeded to the front outside of the establishment. I waited outside the establishment until notified that the cow was stunned in the stun box with a .22 caliber rifle. I verified that the animal remained unconscious during shackling, hoisting and bleeding. I verbally notified the Plant Manager that I would be issuing a noncompliance record as the establishment failed to comply with regulation 313.16(b)(1)(iii). The District Veterinary Medical Specialist was notified through supervisory channels. There have been no noncompliance records issued for the same root cause within the past 90 days.
