HATS Category VIII Stunning Effectiveness On 9/8/23 at approximately 0835 HRS, while performing HATS verification activities in the slaughter area, I CSI REDACTED observed plant owner REDACTED attempt to stun a beef cow. Mr. REDACTED used a captive bolt pistol to stun the animal. The initial stun was ineffective. The animal vocalized once and never collapsed. Mr. REDACTED delivered an immediate and effective corrective action with a 22-caliber rifle which rendered the animal insensible, and it remained so thereafter. The captive bolt stunners shall be applied to the livestock to produce immediate unconsciousness in the animal. The animal shall be stunned in such a manner that they will be rendered unconscious with a minimum of excitement and discomfort. (9 CFR 313.15(a)(1)). I notified Mr. REDACTED of the non-compliance.
