313.16(a)(1)
On 07/24/2023 at approximately 10:30AM while performing Slaughter Inspection Duties at Fresh Halal Meat, Inc. (TA46824) IPP observed the following non-compliance. While observing slaughter activities IPP heard a stun attempt with a 22-caliber rifle but did not hear the animal go down. When IPP stepped onto the kill floor from the cooler the bull was still standing in the knock box. IPP observed an approximately 1 1⁄2” by 1 1⁄2” spot of what appeared to be gunpowder residue on the head of the bull. A second attempt was successfully performed in a timely manner. An inspection of the head at postmortem revealed a small circular incision approximately the size the shell casing in the center of the residue spot. IPP notified REDACTED (Kill Floor Supervisor) of the incident and took regulatory control of the knock-box with USDA Rejected Tag No. B34-409162. IPP notified REDACTED (Kill Floor Supervisor) of the non-compliance and failure to comply with 9CFR 313.16(a)(1) and HATS Category 8 “Stunning Effectiveness”.
