HAT's Category VIII (Stunning Effectiveness) On 06/06/2023, at approximately 0745 hours, at establishment M8562 while observing the stunning of a steer a noncompliance was observed. An establishment employee was attempting a first stunning attempt of a steer standing freely in the stun box with the hand held captive bolt gun. The captive bolt hit the steer along the left side of the head in front of the ear with out rendering the animal unconscious, just slightly dazed and still standing. At this time the establishment employee reloaded the captive bolt gun and applied a second stun drooping the steer and leaving it unconscious. Establishment owner REDACTED (REDACTED) REDACTED was notified of the noncompliance with 9 CFR 313.15(a)(1).
