On 07/25/2023, During a routine Humane Handling task, HATS II, Truck Unloading, I observed a noncompliance with HATS III, Water, and feed. I observed four cows being unloaded, I observed two of the four cows placed in an area outside of the space leading to the restrainer. The two cows placed outside of the space leading to the restrainer had minimal room to lay down and no access to drinking water. The two cows were placed in this area at 1030 hours, and at 1149 hours I observed that the two cows placed in the space outside of the space leading to the restrainer still had no water access. I notified Plant Owner Mr. REDACTED that this a noncompliance with 9 CFR 313.2(e) because the cows do not have access to drinking water. REDACTED notified me that he would bring both cows inside so that they had access to water.
