At approximately 3:50pm, I, REDACTED, observed the following non-compliance during my humane handling VIII HATS task, Stunning Effectiveness. I observed the #13 black and white-faced steer stunned and remained standing. There was blood just above and medial to the medial canthus of the right eye. The steer was blinking and looking around. REDACTED, the stunner, said he moved his head and he missed. REDACTED had to go and reload the bolt gun. The second stun was done not more than a minute after the first. The second stun was effective to render the animal unconscious. This is a non-compliance for ineffective stunning 313.15(a)1 and improper restraint of the animal 313.15(b)(1)(iii). A back up stunner should be easily accessible and available. The animal did not appear to be in pain or obvious discomfort, therefor the action was not believed to be egregious.
