Non-Compliance Description:

On Wednesday, September 6th at 0954 hours, I, CSI REDACTED entered the kill floor and observed the following incident. A heifer had been hoisted and she been administered one, single knock to her head. As an employee made the first cut to “stick” her, she began to vocalize until another employee administered an additional knock to her head. After that point, she remained unconscious and was bled out. I spoke with the Plant Manager, REDACTED and explained the seriousness of the situation to him. Mr. REDACTED stated that he would ensure that the employees in the kill floor will implement security knocks to prevent this from reoccurring. As a result of this finding, I am citing HATs Category VIII: 9 CFR 313.15(a)(1) and 9 CFR 313.15(a)(3) due to the establishment's failure to properly render the animal unconscious. There has been no recent humane handling noncompliance in the last six months.

Non-Compliance Description:

While preforming the Livestock Humane Handling task at 09:30 hrs., I observed the establishment unloading cattle from the transport trailer into the cattle unloading area. The fourth animal (heifer/steer/bull) that stepped out of the trailer slipped and fell on the concrete floor of the unloading dock. This slip and fall occurred as the concrete pavement had no proper traction which could assist the animal with proper balance that would prevent a slip or fall. The establishment had also previously agreed to place rubber mats around the unloading area, (MOI 11/07/2022) to prevent such incidents from taking place, however these rubber mats were not in place during this incident. I CSI REDACTED, immediately stop process of establishment unloading cattle from the transport trailer and notified Plant owner REDACTED, Plant Manager REDACTED and Kill floor Manager REDACTED, of the issue, REDACTED assured that he will add more rubber mats and make sure the mats will not get displace from the cattle unloading area Establishment fail to maintain rubber mats in the unloading area moving forward, a non-compliance will be issued.
