HATS Category III - Water and Feed Availability On Monday at approximately 2:15PM, IPPs went to yards to perform humane handling inspection as there were 2 cattle trailers unloaded previously that morning. The establishment did not schedule slaughter for the day and all cattle were being held overnight. IPPs observed approximately 35 head of cattle located in pens 1,2,3, and 4. IPPs went to verify all animals were supplied with feed and water. Pen 1 and 2 shared a water trough. Pen 3 and 4 also shared a water trough. IPPs observed one water troughs empty of water and the other with 3 inches of green disgusting inaccessible fluid at the bottom. IPPs notified the establishment employee who was delivering animals and informed him that in is regulatory that all held animals have access to water all the times. IPPs asked who is in charge of the yard and care of the animals. The delivery personnel stated he did not know. No regulatory control action was taken as water was provided immediately. IPPs verbally notified plant QC of the noncompliance at approximately 2:45PM. A review of the previous 90 days did not identify similar noncompliance therefore this noncompliance record will not be associated.

HATS Category III - Water and Feed Availability At approximately 3:45 pm on January 25, 2023, the CSI performed inspection of the livestock pen area. I observed that the plant was holding cattle in the pens 2, 3, and 4 for the next day. Pens 2 and 3 had no water available for the cattle. The water present was frozen, providing no access for drinking. The CSI notified the plant QA and the kill floor supervisor. The kill floor supervisor observed the condition of the water troughs and tried to break up the ice without success. The kill floor supervisor stated he would provide water immediately for pens 2 and 3. I verbally notified the kill floor supervisor of the non-compliance. The CSI was verbally told by the PHV that at approximately 4:45 pm the PHV had verified that all the cattle had been moved into another pen that provided water access for the cattle. Review of records revealed no recent NR for similar cause so this NR will not be associated.

On Tuesday 11-29-2022, at approximately 0740 hours, CSI REDACTED observed a humane handling noncompliance while performing ante-mortem. It was noted that there was a cow that slipped and fell and struggled to get up around the gate opening at 0740. There was a cow that slipped and fell on 11-28-2022 at 0745 hours and plant was advised about it yesterday, corrective action was that the establishment would put down sand to give cows better traction and avoid slipping. Some sand was applied but not to all areas affected, so corrective action was not implemented or was ineffective in the implementation. REDACTED was notified of this and notified there would be an NR generated. 9 CFR 313.1(b) states “ floors of livestock pens, ramps and driveways shall be constructed and maintained so as to provide good footing for livestock. Slip resistant or waffled floor surfaces, cleated ramps and the use of sand, as appropriate, during winter months are examples of acceptable construction and maintenance. A review of records did not show a trend with slips and falls within the last 90 days. This document serves as written notification of a regulatory noncompliance.
