At approximately 1105 hours, on January 5, 2023, I, CSI REDACTED, while performing a routine PHIS Livestock Humane Handling task in the pens observed the following noncompliance. I observed pens 1, 2, 3, and 4 were holding 55 lambs and 20 goats and the animals did not have access to water – the four plastic containers used for drinking water were empty. I immediately called Mr. REDACTED, Slaughter Supervisor, and showed him the deficiency. At that moment I verbally informed him that a Non-compliance report would be generated. Mr. REDACTED immediately provided water to the animals. The establishment is noncompliant with 9 CFR 313.2 (e). This noncompliance has not been associated with any other NRs
