At approximately 1501 hours on 8-9-2023, while I (CSI REDACTED) was observing the handling of suspect calves (Hats V) in the suspect pen, observed a Jersey bull calf with its head wedged under the fence. REDACTED (Knocker/Calf Handler) tried to assist the calf, but he could not free the head without injuring the calf, thus it was euthanized (Tag Z-10201459) before removing it from under the fence. The 1 remaining calf was removed from the pen. I immediately put U.S. Reject Tag (B41904513) on the suspect pen. REDACTED notified REDACTED (Plant Manager) of the issue. He came out immediately to see what had happened, along with REDACTED I immediately informed REDACTED (Owner) of the noncompliance with regulation 313.1(a). I informed REDACTED (Plant Manager) of the forth coming NR. The establishment proffered to put new boards along the fence so the calves could not get their heads under the fence. The establishment was allowed to resume operations at 1507 hours and the pen was released after repairs were finished at approximately 1740 hours.
