HATS Category IV Ante-Mortem Inspection On 02/22/2023 at approximately 9:00 am while performing the Livestock Humane Handling task the following noncompliance was observed. There were three locations where fence panels in the alleyway leading to the knock box were found to be in disrepair. All three areas had rust corroded bottom rails with sharp, jagged metal edges. Two were on either end of the panel that is on the right of the alleyway just after the hog holding pen ends, and the other is in the drive alley leading to the knock box on the outer wall. Plant Manager REDACTED was notified of the noncompliance. This represents a noncompliance with 9 CFR 313.1(a).

Non-Compliance Description:

HATS Category VIII: Stunning Effectiveness On February 15, 2023, at approximately 0945 hours, I (REDACTED) observed the following humane handling noncompliance on the kill floor at Kah Meats. The stunning operator attempted to stun the heifer while restrained in the head catch of the knock box, and after the captive bolt gun was discharged on the first stunning attempt, the heifer remained standing. The heifer stepped backwards, freeing her head from the head catch and the stunning operator quickly re-secured her head in the head catch. The stunning operator then retrieved the second, loaded captive bolt gun from the shelf next to him and effectively rendered the animal unconscious on the second stunning attempt. The head was inspected upon removal of the hide, and it showed a penetrating wound that was approximately 1 inch in diameter and was larger than an average captive bolt wound to the right of midline. REDACTED was notified of the noncompliance in the establishment’s failure to comply with 9 CFR 313.15(a)(1). There have been no similar noncompliances within the last 90 days.
