While performing a humane handling task, I CSI REDACTED, at approximately 0725 on 11-14-22, I observed 2 beef in one pen, and a single beef in another pen. The pens were adjoined with one stock tank that was frozen over. I observed the single beef try to drink from the tank and could not. It repeated the motion to try and drink and again could not. I then asked, Mr. REDACTED the slaughter foreman, if there was a tank heater. He said that the tank did not have a tank heater. I then told Mr. REDACTED to hold the kill. I went and informed Mr. REDACTED that I was holding the kill until the animals received water and what the procedure was for a frozen stock tank. He proceeded to get a water bucket and immediately watered the animals. Once watered I released the animals for slaughter at approximately 0745. I informed both Mr. REDACTED and Mrs. REDACTED that water needs to be made available to animals when they are unloaded and, in the pens, and that if there are no stock heaters water can be provided in buckets brought out as needed on cold mornings. I informed them that this was in violation of 9 CFR 313.2(e) which states that, "Animals shall have access to water in all holding pens and, if held longer than 24 hours, access to feed. There shall be sufficient room in the holding pen for animals held overnight to lie down." After further review of plant records no similar root cause for this noncompliance was found in the previous 90 days.
